National Consultation Council


 The National Consultation Council of Somalia concluded its meetings, which were held under the chairmanship of President Hassan Sheikh Mahmoud, and in the presence of heads of government members of the federal state, the Prime Minister, his deputy, and the Mayor of Mogadishu in the capital, Mogadishu.


The conference, which took place in Mogadishu from 27 to 31 October, issued a final statement that included a number of items and recommendations, the most prominent of which are:


1- Sending condolences to the Somali people and to the relatives and families of the victims who were martyred in the recent terrorist attacks in the country, especially the recent attack that took place at the Sobi intersection in Mogadishu on October 29th.

2- Commending the successive successes achieved by the armed forces and the uprising of the popular revolution to eliminate the militants of the “Khawarij” Al-Shabaab movement.

3- Commending the humanitarian and relief assistance provided to those affected by the drought by the federal and state governments, the Somali people and the international community.

4- Praising the political stability, coexistence and democracy enjoyed by the administration of Somaliland, and calling on its leaders and people to maintain stability and peace.

5- Commending the Somali businessmen and the government of Puntland State for their implementation of the “Gharad” port project, which has become a model initiative.

6- Commending the efforts made by the government of Puntland state in developing the democratic process and holding free elections with the participation of the local population.

7- Commending the efforts of the Somali Federal Government in strengthening relations with international friends.


The statement confirmed that the conference agreed on the following:


1- Achieving security and combating terrorism.

2- The military operations are in line with the national strategy to combat terrorist militias and coordinate the various related efforts.

3- Implementation of the National Security Agreement signed in April 2017, and technical issues will be worked on by a technical committee.

4- Encouraging the acceleration of the transitional plan of the Somali National Forces to fully take over security responsibility from the ATMIS forces.

5- The urgent need to manage and deal with the effects of climate change and build an infrastructure capable of withstanding disasters.

6- Giving special priority to the political negotiations necessary to complete the review of the transitional constitution and the completion of the rest of the constitutional review members.

7- Implementing the multi-party system in the country by reviewing the rules of parties and elections.

8- Conducting free and transparent elections throughout the country on the basis of registered voters and parties competing for councils at various levels.

9- Conducting elections twice in the country, the first at the federal level, and the second in the governments of the states that are members of the federal state.
